Francis Gurry

WIPO Director General

Francis Gurry is an Australian lawyer who has served as Director General of the World Intellectual Property Organization (WIPO) since October 1, 2008.

He holds law degrees from the University of Melbourne, a Ph.D from the University of Cambridge and is an honorary professor of, and holds honorary doctorates from, universities in a wide range of countries.

He is the author of a number of publications, one of which has become a standard legal text in the UK and is published by Oxford University Press as Gurry on Breach of Confidence.

Thomas B. Cueni is Director General of IFPMA since 1 February 2017. Prior to joining IFPMA he was Secretary General of Interpharma, the association of pharmaceutical research companies in Switzerland. For many years Thomas Cueni has been involved in the work of the European Federation of Pharmaceutical Industries and Associations, EFPIA, where he most recently served as Vice-Chair of the European Markets Committee and association representative on the Board. He represented the industry on the EU High Level Pharmaceutical Forum, was Chairman of EFPIA’s Economic and Social Policy Committee and Chairman of the EFPIA Task Force on the EU Commission’s Pharmaceutical Sector Inquiry. Thomas Cueni also represented Interpharma, which he successfully transformed from the association of Swiss Rx companies to the association of pharmaceutical research companies in Switzerland, on the Council of IFPMA.
Prior to his appointment with Interpharma, Thomas Cueni had a career as a journalist, inter alia as London correspondent for the “Basler Zeitung” and “Der Bund”, and he served as a Swiss career diplomat with postings in Paris (OECD) and Vienna (IAEA, UNIDO). He studied at the University of Basle, the London School of Economics, and the Geneva Graduate Institute for International Studies, and has Master degrees in economics (University of Basel) and politics (London School of Economics, LSE).

Thomas Bombelles is Head, Non-Governmental Organizations and Industry Relations Section, World Intellectual Property Organization (WIPO), in Geneva, Switzerland. He previsouly oversaw the Global Health Division’s workstream which includeed WIPO Re:Search – Sharing Innovation in the Fight Against Neglected Tropical Diseases.

Prior to joining WIPO, Mr. Bombelles worked for the pharmaceutical industry as an international policy analyst based in Washington, DC, working first for the Pharmaceutical Research and Manufacturers of America, and also for Merck & Co., Inc. during his career in the pharmaceutical industry.

He has a B.A. degree, honors, in English literature from the University of Michigan, Ann Arbor, and an M.A. degree, honors, in international relations from the Johns Hopkins School of Advanced International Studies, Washington, DC.

Gunilla von Hall is a foreign correspondent for the largest Swedish daily newspaper, Svenska Dagbladet. She is based at the U.N. European headquarters in Geneva.

Ms. von Hall covers the United Nations, international and humanitarian affairs. She also writes about world trade and economic matters. She regularly moderates panels and debates on these issues.

Ms. von Hall has also reported on wars and conflicts in more than 40 countries, including Iraq, Syria, Lebanon, Turkey, Bosnia, Rwanda, Burundi, the Democratic Republic of Congo and Sri Lanka.

Ms. von Hall is the former President of the United Nations Correspondent´s Association in Geneva (ACANU). She is currently member of the Committee of the Swiss Press Association (APES).

Roy Waldron

Chair, IFPMA IP and Trade Committee Senior Vice President & Associate General Counsel Chief Intellectual Property Counsel, Pfizer Inc.

Roy F. Waldron is Senior Vice President, Associate General Counsel and Chief Intellectual
Property Counsel at Pfizer Inc. He leads the team of Pfizer attorneys and professionals
worldwide who procure patents, work closely with R&D, Business Development and the
Pfizer Business Units, and ensure enforcement of trademarks.
Roy represents Pfizer on the committees of various industry organizations, including
IFPMA, PhRMA, where he is chair of the IP Task Force, IPO, where he represents Pfizer on
the Board of Directors, and INTERPAT. Roy joined Pfizer in 1999 from White & Case’s IP
practice group, and was also previously an associate at Fish & Neave.
Roy has a JD from New York University School of Law, a PhD from Yale University
(physical-organic chemistry) and a BA from Dartmouth College (chemistry). He was a
DAAD Scholar at the Albrecht-Ludwigs-Universität in Freiburg Germany and a JSPS Post-
Doctoral Fellow at Kyoto University in Japan.

Senior Advisor Department of Essential Medicines & Health Products World Health Organization

Dr. Peter Beyer, a trained lawyer, is a Senior Advisor with the World Health Organization (WHO) where he is responsible for all issues related to public health, trade and intellectual property. He provides legal and policy advice to senior management, other WHO departments and offices, as well as WHO Member States. Dr Beyer was instrumental in setting up a sustainable cooperation on health and intellectual property-related issues among the WHO and the World Intellectual Property and World Trade Organizations.

Previously, Dr Beyer worked with the Swiss Federal Institute of Intellectual Property. He negotiated bilateral free trade, headed negotiations at the WHO and WIPO, and was responsible for the bilateral dialogue between Switzerland and China on intellectual property.

Esteban Burrone

Esteban Burrone

Head of Policy Medicines Patent Pool

Esteban Burrone is the Head of Policy for the Medicines Patent Pool. Esteban has been with the MPP since its establishment in 2010 and oversees the MPP’s partnerships with a wide range of external stakeholders including governments, intergovernmental organisations, civil society and community-based organisations.

He is part of the senior management team of the organisation and has overall responsibility for the MPP’s Patent Status Database and for the annual HIV product prioritisation. Esteban has more than 15 years of experience working in the field of innovation, intellectual property rights and access to medicines with a focus on developing countries. Esteban holds a Master of Science in Development Studies from the London School of Economics and a Master in Business Administration (MBA) from the International University in Geneva.
