ProgramAs WTO members prepare for the Fourteenth Ministerial Conference (MC14), IFPMA is organizing an event that brings together leaders from multilateral organizations, governments, and industry to discuss how trade policy can support resilient, diversified, and reliable supply chains while safeguarding equitable access for patients.
A key element of the event will the presentation of a call to action endorsed by industry associations, highlighting four priority areas where WTO members can make a difference:
- Strengthen the innovation ecosystem and protect intellectual property (IP) rights
- Eliminate tariffs and limit export restrictions
- Strengthen supply chains and improve trade facilitation
- Support quality and effectiveness of regulatory policies and procedures

Speakers
Johanna Hill is a Deputy Director-General at the World Trade Organization, a position she assumed on 13 November 2023. She oversees areas of work relating to services, investment, digital trade, intellectual property rights and government procurement.
With over 30 years of experience in international trade, Ms Hill, a native of El Salvador, has collaborated with governments and businesses to foster economic development through international policy and trade negotiations.
Before joining the WTO, Ms Hill advised firms and SMEs on trade regulations, foreign direct investment strategies, and market access. She has also held senior roles in financial institutions and has leadership experience in telecommunications regulation. Additionally, she served as Vice Minister of Economy for El Salvador, where she oversaw trade policy formulation and negotiated both bilateral and multilateral trade agreements.
She holds a bachelor’s degree from Tufts University and a master’s degree from Columbia University and serves on the board of TradeExperettes.
Pimchanok Pitfield has been Ambassador and Permanent Representative of Thailand to the WTO and WIPO since March 2021 and is Chairperson of the Committee on Development and Intellectual Property (CDIP) at WIPO and was the Chairperson of the TRIPS Council at the WTO (2023/24). Prior to this, she was Director-General of Trade Policy and Strategy Office (TPSO) at the Ministry of Commerce (MOC) where she initiated many projects that utilized new technology tools including a “Big Data” unit and “Tracethai.com” – a traceability system for organic rice using Blockchain.
Her career has been focused on trade negotiations particularly on services, investment, e-commerce, environment and labour. She engaged in the WTO, ASEAN, APEC and bilateral FTA negotiations as well as built experience through postings in Geneva and Brussels. Recently, Pimchanok has expanded her expertise to cover global geo-economic issues, strategic thinking, digital economy and trade and sustainability. Pimchanok was Spokesperson of the MOC and Advisor to various ministries, the Thai Senate and the private sector associations. She is currently a member of the Management Board of the Advisory Center on WTO Law (ACWL) in Geneva and the Advisory Board for International Health Policy Program Foundation in Thailand. She enjoys analyzing the big picture, connecting the dots and inspiring younger professionals.
Pimchanok was educated in New Zealand and Japan and has undertaken training course at the WTO, l’ENA, Harvard Kennedy School of Government, Capital Market Academy, Thailand Institute of Justice, the Thai Institute of Director, the IMD and Oxford University.
David Reddy joined IFPMA as Director General in April 2024, taking up the post after 13 years as Chief Executive of the Medicines for Malaria Venture (MMV).
At the Medicines for Malaria Venture, David played a pivotal role as the organization established the largest portfolio of malaria drugs ever assembled, bringing forward 15 medicines that have saved more than 15 million lives.
David has been a Board Member of the Coalition for Epidemic Preparedness (CEPI) since 2018 and serves on the Board of Malaria No More UK.
Before joining MMV, David was a Vice President at Roche, where he held corporate responsibility for Roche’s response to the 2009/2010 influenza pandemic. In this role, he led the work to develop, communicate, and implement the company’s strategy for working with governments and the WHO on pandemic preparedness, and establishing a sustainable access program. Prior to this, he led Roche’s HIV/AIDS Disease Area Strategy Team, providing strategic leadership for Roche’s HIV portfolio.
David holds a PhD in Cellular and Molecular Biology from the University of Auckland, New Zealand and completed a post-doctoral fellowship in molecular neurobiology at the Friedrich-Miescher Institute in Basel, Switzerland. David has more than 30 years of management experience in the healthcare sector, including leadership of drug development teams including working on anti-viral diagnostics, a recombinant vaccine, and novel antiviral strategies; licensing and alliance management; market analytics and business planning; product and disease area management; and interfacing with governments, NGOs, and patient advocacy groups in priority disease areas.
Ambassador Bollinger has been working for the State Secretariat for Economic Affairs (SECO; formerly Federal Office for Foreign Economic Affairs, FOFEA) in the Federal Department of Economic Affairs, Education and Research (EAER) since 1992.
From September 2023 onwards, Erwin Bollinger is Ambassador and Permanent Representative of Switzerland to the WTO and EFTA (UNCTAD, UNECE, ITC), Geneva. As of May 2024, he has been appointed as Chairman of the CTE (Committee on Trade and Environment) at the WTO.
From June 2018 to August 2023, he was Ambassador and Delegate of the Federal Council for Trade Agreement and Head of the Directorate for Bilateral Economic Relations within SECO, Berne. Before that, since June 2008, he held the position as Deputy Head of the Directorate for Bilateral Economic Relations and also oversaw Swiss export control and sanctions policy, representing Switzerland in meetings of the various international export control regimes and agreements including the Arms Trade Treaty, SECO. Prior to that, Erwin Bollinger held the position of Head of export control policy section (2005-2008) and before that he was Deputy Head of the section for bilateral economic relations with European countries (2003-2005), SECO. From 1999 to 2003 Erwin Bollinger was posted at the Swiss diplomatic mission to the EU as Counsellor in charge of economic policy issues (1999-2003), Brussels. From 1995 to 1999, he was Deputy Head of section in the WTO division, FOFEA, Berne. From 1992 to 1995, Scientific Adviser, Integration Office, dealing with issues and negotiations related to different agreements between Switzerland and the EC/EU, Berne.
Lizzie Wilson is the Senior IP Attache at the Permanent Mission of the United Kingdom to the United Nations and other international organizations in Geneva, Switzerland. She works closely with WIPO and WTO on topics of IP and Trade, addressing policy issues facing governments and stakeholders globally. She has been a UK civil servant for over 15 years with leading roles on immigration, corporate finance and governance, business, IP and international affairs.
Lizzie qualified from the University of Durham in History and French and also has an MBA from London School of Economics and a diploma in Public Relations. In the UK Lizzie was a qualified magistrate in North London.
Rajinder Suri, as CEO of DCVMN International, is responsible for providing leadership, shaping strategic vision, governance and overall operational excellence of DCVMN. Rajinder is serving as committee delegate on GAVI-PPC and has been a member of GAVI’s Vaccine Investment Strategy (VIS) Steering Committee 2024, is a permanent member of CEPI’s Joint Coordination Group (JCG), 2023-24 and a member of PAVMs Talent Development WS. Rajinder is on the Strategic Advisory Board of the Regional Vaccine Manufacturing Collaborative (RVMC). He is on the Governing Board of Life Sciences Skill Development Council (LSSSDC)India. Rajinder has contributed as a member of several advisory expert groups including COVAX Manufacturing & Supply Chain Task Force Leadership Team, G-20 Health Working Group and Market Design and Demand Intelligence pillar of PAVM.
Tim Marquart is a Senior Associate General Counsel in Gilead’s Intellectual Property Department. Tim has over 25 years experience in the biotech industry, both as a medicinal chemist and as a patent attorney. Presently Tim leads Gilead’s patent strategy team and oversees the IP protections for Gilead’s products. As part of his role, Tim is involved in developing and implementing Gilead’s global IP and trade policies.
Diana Kanecka is a Director of the International Affairs department at MedTech Europe and a co-chair of Global Medical Technology Alliance (GMTA). She is responsible for leading MedTech Europe’s International Affairs activities many of which focus on trade policy, regulatory convergence and global public health – advocating for policies that promote regulatory convergence and overcoming barriers to access to medical technologies.
Diana has considerable experience in trade policy and regulatory affairs related to the European Medical Devices and IVD Regulations. Overall, her professional experience provided her with good understanding of policies impacting the medical technology sector and she is committed to the mission of promoting access to medical technologies.
Dr Phyllis Ocran Mattila is a Ghanaian national with a PhD in Pharmaceutical Policy from the University of Huddersfield, a master’s degree in public health from the University of Ghana, and a Pharmacy degree from the Kwame Nkrumah University of Science and Technology, Kumasi.
She is an experienced public health pharmacist, supply chain logistics management specialist and procurement services specialist who has accumulated 22 years of development and international expertise working with the United Nations, governments and the private sector. Dr Phyllis Ocran Mattila specializes in logistics and supply chain strengthening, pharmaceutical and public health policy development, procurement services, complex project management, strategic sustainable procurement, and programmatic strategies in support of development and humanitarian programs. As hobbies, she loves to watch movies, cook and travel.
Dr Phyllis Ocran Mattila is a Trustee of the Commonwealth Pharmaceutical Association (CPA).
Mr Simon Neumueller is a trade economist, conducting applied research, and published in the field of international trade. He is working for the Market Access Division, dealing with tariffs, non-tariff measures, rules of origin and other topics covered by the Division.
Prior to joining the WTO’s Market Access Division, Simon worked for UNCTAD, UNECA as well as for the Economic Research and Statistics Division at the WTO.
Simon holds a bachelor’s degree from the University of Passau, Germany, in Governance and Public Policy, an MSc in Economics from TU Wien, Austria, and a PhD in International Economics from the Graduate Institute in Geneva, Switzerland.
