These advances have been enabled by a strong innovation ecosystem, public-private partnerships, and joint action to ensure they translate into better health outcomes for people, globally.

On the sidelines of the World Health Assembly in May 2025 (#WHA78), this event brought together leaders and health experts, as well as industry innovators to explore how health – a key driver for economic prosperity and national security – can remain a strategic priority through collaborative action and political leadership.

Ricardo Baptista Leite Founder & President of UNITE Parliamentarians Network for Global Health

Dr Ricardo Baptista Leite is a Portuguese medical doctor, manager, author, university professor, analyst and politician. He is the Chief Executive Officer of Health AI – The Global Agency for Responsible AI in Health and member of the Sintra City Council. In 2024, he was appointed as Obama Foundation Europe Leader. Ricardo is the Founder and President of the UNITE Parliamentarians Network for Global Health, a network of current and former policymakers from +110 countries. With more than 15 years of academic experience, he is Chair of the Board of the ‘Global Health Policy Lab’, an academic collaborative between Harvard University and Charité University, based in Berlin. Ricardo is also Chair of the ‘Center for Global Health’ at NOVA University Information Management and Data Science School in Lisbon. He also served as member of the Portuguese National Parliament for four terms and as member of the Cascais Town-Hall Assembly, between 2005 and 2021.

Kerri Elgar Senior Policy Analyst (Global Health and Development), OECD

Dr Kerri Elgar is Senior Policy Analyst, Global Health and Development, at the OECD. Her current work is focused on strengthening health system resilience against health shocks, including in the context of pandemic preparedness and response, universal health coverage and health workforce. Previously, she worked for AusAID and the Australian Government’s Department of Foreign Affairs and Trade, including as an Advisor in the office of former Australian Prime Minister and Foreign Affairs Minister Kevin Rudd. Kerri holds a PhD from the University of Queensland and has lectured on crisis management and ethics in universities in Australia, France, and Papua New Guinea.

Jenelle Krishnamoorthy Vice President and Head of Global Public Policy, MSD

Dr. Jenelle Krishnamoorthy is the Vice President and Head of Global Public Policy at MSD (known in the United States and Canada as Merck & Co., Inc., Rahway, NJ, USA). With her deep expertise in domestic and global health policy she leads human and animal health teams globally and is responsible for the policy development and execution of all the medicines and vaccines that are produced by the company. Prior to joining MSD in 2015, Dr. Krishnamoorthy was the Health Policy Staff Director in the U.S. Senate for the Health, Education, Labor and Pensions (HELP) Committee which has jurisdiction over the FDA, CDC, NIH and other agencies within HHS. Dr. Krishnamoorthy first joined the U.S. Senate as an American Association for the Advancement of Science Congressional Fellow. Prior to her role on HELP Committee, Dr. Krishnamoorthy worked at the State Department on developing and advancing the U.S. policy in the areas of health, science, technology, and the environment with countries/organizations across the globe. She  completed her pediatric clinical psychology residency/post-doctoral fellowship at Brown Medical School where she conducted research supported by the NIH in the areas of childhood obesity and tobacco policy. Dr. Krishnamoorthy received her B.S. from Randolph-Macon College, M.S. from the University of Tennessee, and Ph.D. from Virginia Commonwealth University. Dr. Krishnamoorthy is licensed to practice in Virginia.

Elhadj As Sy Chair of the Board, Kofi Annan Foundation

Mr Elhadj As Sy was Secretary General of the International Federation of Red Cross and Red Crescent Societies (IFRC) from 2014 to 2019. He currently serves as co-chair of the Global Preparedness Monitoring Board and Kofi Annan Foundation‘s Chair of the Board.

Prior to his leadership role at the IFRC, Mr Sy was UNICEF’s Director of Partnerships and Resource Development in New York. He has also served as UNICEF Regional Director for Eastern and Southern Africa and Global Emergency Coordinator for the Horn of Africa.

Mr Elhadj As Sy held leadership positions with the United Nations Development Programme in New York, with the Global Fund to Fight AIDS, Tuberculosis and Malaria and with UNAIDS.

Before joining the United Nations, Mr Sy served as Director of Health and Development Programmes with Environment and Development Action in the Third World in Dakar, Senegal.

Mr Elhadj As Syholds a Bachelor’s Degree in Arts and Human Sciences from the University of Dakar. He then pursued Master’s studies in Arts and Germanistik at the University of Graz and graduated from the Diplomatic Academy in Vienna. He was also awarded a postgraduate diploma in Education from the École normale supérieure in Dakar. He speaks English, French and German and is a national of Senegal.

David Reddy
David Reddy Director General, IFPMA

Dr David Reddy is Director General of IFPMA. He was previously Chief Executive of the Medicines for Malaria Venture (MMV). At the Medicines for Malaria Venture, David played a pivotal role as the organization established the largest portfolio of malaria drugs ever assembled, bringing forward 15 medicines that have saved more than 15 million lives.

David has been a Board Member of the Coalition for Epidemic Preparedness (CEPI) since 2018 and serves on the Board of Malaria No More UK.

Before joining MMV, David was a Vice President at Roche, where he held corporate responsibility for Roche’s response to the 2009/2010 influenza pandemic. In this role, he led the work to develop, communicate, and implement the company’s strategy for working with governments and the WHO on pandemic preparedness, and establishing a sustainable access program. Prior to this, he led Roche’s HIV/AIDS Disease Area Strategy Team, providing strategic leadership for Roche’s HIV portfolio.

David holds a PhD in Cellular and Molecular Biology from the University of Auckland, New Zealand and completed a post-doctoral fellowship in molecular neurobiology at the Friedrich-Miescher Institute in Basel, Switzerland. David has more than 30 years of management experience in the healthcare sector, including leadership of drug development teams including working on anti-viral diagnostics, a recombinant vaccine, and novel antiviral strategies; licensing and alliance management; market analytics and business planning; product and disease area management; and interfacing with governments, NGOs, and patient advocacy groups in priority disease areas.
