76th Session of the WHO Regional Committee for the Western Pacific on “Implementing the International Health Regulations (2005) amendments”

On 21 October 2025 in Nadi, Fiji, IFPMA delivered a statement at the 76th Session of the WHO Regional Committee for the Western Pacific on “Implementing the International Health Regulations (2005) amendments.”

We commend the Western Pacific Region for its engagement to develop priority actions for countries and areas in the region to utilize the amended International Health Regulations (IHR) to strengthen regional operational readiness for public health emergencies and promote resilience, equity, and solidarity.

As the implementation of the IHR (2005) amendments moves forward, and preparations for the WHO Pandemic Agreement continue, it is essential to maintain a coherent and inclusive approach. In particular, we emphasize the importance of allowing the Intergovernmental Negotiating Body (INB) and the Intergovernmental Working Group (IGWG) to complete their work—especially on the Pathogen Access and Benefit-Sharing (PABS) annex—before introducing new actions.

Multi-stakeholder engagement at the regional level will be critical to ensure that future frameworks are practical, innovation-friendly, and aligned with the realities of public health response. The innovative pharmaceutical industry stands ready to contribute its expertise and we encourage continued dialogue and collaboration to ensure that the Western Pacific Region remains a model for inclusive, forward-looking pandemic preparedness and response.
